Like any official reference, it measures and reports the euro to Polish zloty relationship, but it is not the price a bank charges at the counter. It is not the commercial or tourist EUR/PLN rate you pay at a bank or exchange bureau: those add a spread and fees, which is why the real cost of a transfer or a trip in Polish zloty comes out different (almost always worse for the buyer). The ECB publishes PLN directly against the euro. Weekends and holidays repeat the last business day rate, so the reference date can be earlier than today.
