The EUR/USD number on this page is the ECB euro reference rate: a market average fixed once per business day, at around 16:00 CET, against the euro. It is an official reference for tracking and converting between euro and US dollar, not an over the counter price. What you actually pay in US dollar on a transfer, an international card or at a bureau carries a spread and taxes over this EUR/USD reference; that is why it is great for tracking the trend and useless as a closing price. The ECB publishes USD directly against the euro. Weekends and holidays repeat the last business day rate, so the reference date can be earlier than today.
