Why this ranking lies (a little)
El Salvador leads with 26 nationwide holidays, followed by Cambodia (21) and Puerto Rico (21). At the other end, Vietnam rests on only 4 dates valid across the whole country. The measuring stick needs care though: the count above includes only nationwide holidays, the ones valid across the entire territory. A regional holiday applies to a few states or provinces: in Germany, Epiphany on January 6 is a day off in just three states; in Brazil, each of the 5,000 plus municipalities still adds its patron saint and city anniversary on its own.
Three more traps distort any comparison. First, status: Brazilian Carnival, which the world assumes is a holiday, is officially an optional day off. Second, calendar luck: in most countries a fixed date holiday that lands on a weekend simply evaporates, while the United Kingdom and the United States shift the day off to Monday. Third, lunar calendars: Islamic, Jewish and Chinese dates move every year and are sometimes confirmed at the last minute. The same country can climb or drop several positions from one year to the next without changing a single law.
